Guideline of CCC Certification

In order to carry out a full implementation of the socio-political “Theory of Three Represents 1)” credited to the former President of China, Jiang Zemin, the AQSIQ has worked out the Administrative Regulations on the CCC Certification by following the “Four Unifications 2)” guidelines.

- Within the framework of WTO agreements, the General Agreement on Tariffs and Trade and common international rules, the China Compulsory Certification is set up to ensure human, animal and plants safety, environmental protection and state security. The CNCA is responsible for administrating and coordinating the implementation of the certification.

- The major characteristic of the CCC Certification lies in the unified Catalogue of the Mandatory Products, applicable national standards, technical regulations, implementation process, marking and charges. All the products listed in the Catalogue of Mandatory Products are subject to certification and shall neither leave the factory nor be imported, sold or used in business premises without being certified.

- A unified CCC marking is to be used. The English name of the marking goes like “China Compulsory Certification”, which can be used in short form “CCC”. The CCC Marking shall replace the former “Great Wall” and “CCIB” marking.

- A unified charging standard and charging items have to be determined by national authorities. The charging standard and charging items shall not be set for profit purpose and shall represent the national treatment. The national authorities shall hereto refer to the oversea charging standard and charging items.

- The China Compulsory Certification shall become effective from Aug. 1st 2002. The relevant certification organizations shall start processing the applications officially. The former product safety certification and certification performed by the State Administration of Import and Export Commodity Inspection of the Republic of China shall be abolished from Aug. 1st 2003.

- The relevant authorities are responsible for the amendment and edition of the Catalogue of the Mandatory Products.

2) The “Four Unifications” stand for unifying the supervision with the development, unifying the supervision with services, unifying the supervision with legal rights and unifying the supervision with law enforcement.
