§1 General Principles

1) The present Regulations on the CCC Certification (hereafter referred to as “Regulations”), compiled on the basis of Regulations on Certification and Accreditation of the Peoples’ Republic of China, aim to enhance the effectiveness of the certification and to ensure the common interest of the state, society and public.

2) In order to ensure human, animal and plants safety, environmental protection and state security and to avoid fraud of any means, the CCC mandatory products are neither allowed to leave the factory nor to be sold, imported or used in other business premises without certification and marking.

3) The Administration of Quality Supervision, Inspection and Quarantine (hereafter referred to as “AQSIQ”) is in charge of the supervision upon the implementation of the China Compulsory Certification.

The Certification and Accreditation Administration of the People’s Republic of China (hereafter referred to as “CNCA”) is responsible for planning, implementing, supervising and comprehensive coordinating.

The local Quality and Technical Supervision Authorities and Administrations for Entry & Exit Inspection and Quarantine shall carry out supervision upon the implementation of the certification and law enforcement with regard to their responsibilities in the areas under their jurisdiction.

4) The China Compulsory Certification shall be implemented with regard to the unified Catalogue of the Mandatory Products, applicable national standards, technical regulations, implementation process, marking and charges under state supervision.

The Catalogue of Mandatory Products shall be formulated, promulgated, revised and implemented together by the AQSIQ and CNCA along with other authorities affiliated to the State Council.

5) The People’s Republic of China promotes international mutual recognition of the CCC Certification on the basis of equality and mutual benefit. Such activity has to take place within the framework of international recognition agreement signed by AQSIQ, CNCA or their authorized agencies.

6) The certification authorities and their employees are obliged to keep the business, production secrets and technical know-hows acknowledged during the certification activities confidential against third parties.
